Travel Support Program
The Board of Governors of the Control Systems Society has decided, in its June 2000 meeting, to allocate funds to help IEEE members from developing countries participate in the annual CDC (Conference on Decision Control) and CCA (Conference on Control Applications). The amount allocated in 2001, for the first year of the program, was $25,000. This program is the result of long preparations and discussions held within the International Affairs Committee and other Committees of the Member Activities Board during the period 1998-2000. It is also the result of a lot of feedback from local Chapters and Active Control Groups in developing countries.
Under this program, the Control Systems Society will pay the Conference Registration fee and the Conference hotel room cost for the duration of the Conference plus one day. Applicants must meet the criteria listed below. The amount of support vastly exceeds the IEEE membership fee, particularly for minimum income members!
Criteria
In order to be eligible, the applicant must satisfy the following five criteria:
- Applicant must be an IEEE member.
- Applicant must be working in an institution of one of the selected countries at the time of his/her application for funding, but not as a Visiting Academic from a country that is not on the list. See the List of Eligible Countries below.
- Applicant must have a paper accepted at the Conference and be the presenter of that paper.
- No more than one travel grant will be allocated for one paper, or to one person in the same year.
- Participants from the organizing country are not eligible.
In case the number of applicants exceeds the budget, additional criteria will be used to make a selection among the applicants. These additional criteria, in decreasing order of importance, include:
- Applicants who have not benefited from this scheme in the last two years.
- Applicants who are minimum income IEEE/CSS members.
- Applicants who will present a regular paper at the Conference.
Application Procedure
When an IEEE member who satisfies the five eligibility criteria mentioned above, receives his/her letter of acceptance of a paper at CDC or CCA,
this person applies by downloading and filling out the application form from conference website and submitting the Travel Support Application Form via PaperPlaza. Simply follow the link "Submit a paper or session proposal" for appropriate conference.
Requested information on the form includes: IEEE membership number and contact information, information about the accepted paper(s), a statement indicating that this person satisfies the residence requirement (see criterion 2 above) and will present the paper at the Conference if the travel support is granted, a statement indicating whether or not this person has already received such grant in the last two years, and a statement indicating whether the applicant is a minimum income IEEE/CSS member.
Each applicant has three weeks, from the date of notification of paper acceptance, to apply to the Vice-President for Membership Activities.
Selection and Implementation Procedure
At the end of this three-week deadline, and in case there are more applicants than available funds, a committee chaired by the Vice-President for Membership Activities will make a selection on the basis of all criteria detailed above. He/she will then inform all applicants about the decision.
The technical mechanism by which this technical support will be given is such that no money will need to be transferred to the successful applicant. Instead, his/her Conference Registration fee will be taken care of by the Control Systems Society, as well as the Conference hotel room cost for the duration of the Conference plus one night. Information about Conference hotel reservations will be provided to the successful applicants.
