CSS Developing Nations Conference Support Program

The CSS Developing Nations Conference Support Program will fund reduced registration costs for any attendee from a developing nation who attends an MSC or CDC held in a developing nation.

Program Details
The CSS Developing Nations Conference Support Program was approved at the December '10 IEEE CSS Board of Governors' Meeting for the years 2011-2014 with the budget $40000p.a. It replaces the previous travel support and developing countries conference support programs.

The aim of this proposal is to alter the program from primarily giving a small number of recipients support for travel to a distant conference, to giving support for reduced registration costs to a larger number of attendees from a developing nation, where they may be able to find their own low cost accommodation and transport. Where selection is necessary, preference will be given to attendees who are presenting a paper at the conference.

Conference organizers should note that the intent of CSS in this program is not to reduce registration costs to zero. In addition, conference organizers are to carefully monitor no-shows to limit abuse of the program as a cheap way of getting a paper in the conference proceedings. If this proves to be a problem, it is expected that the organizers will coordinate with CSS to remove unexplained no-show papers from IEEE Explore.

It should also be noted that developing nations, along with others, are welcome to submit proposals separately to the outreach task force. The list of countries whose residents qualify for financial support under the CSS Developing Nations Conference Support Program is available at:

This list includes Croatia (MSC 2012) and India (MSC 2013).

Application Procedure:

1.  Conference organizers will contact the Vice President of Member Activities one year before the event for which the support is asked occurs.

2.  The request submitted by the Applicant must contain the following information:

  • Brief budget for the conference, including details of the funding requested, and what the effect of support will be

  • Estimated number of attendees from developing nations

  • Estimated number of attendees who are also IEEE members from developing nations

3.  The Vice President of Member Activities will decide whether the request is approved or not, and how much support will be granted.

4.  All documentation (application, report, requests for additional info) must be sent to the Vice President for Member Activities.
